Today, June 22, 2026, a meeting took place between the Bulgarian accredited adoption organizations and the newly appointed Deputy Minister of Justice, Ms. Irena Borisova, the Director of the relevant Directorate within the Ministry of Justice (MOJ), and experts from the Directorate.
Several pressing issues were discussed, including the work of the Intercountry Adoption Council (IAC), the Ministry of Justice’s involvement in child protection measures, and the procedure for amending the Regulations governing the activities of Bulgarian accredited organizations and the intercountry adoption process in Bulgaria.
We were assured that the work of the IAC will be resumed as soon as possible and that its operations will be reviewed and improved. The MOJ also assured us that it will actively cooperate with the Ministry of Labour and Social Policy on initiatives aimed at improving the process for registering children in the adoption registry. The above-mentioned Regulations will be reopened for public consultation in order to establish the most effective framework for the adoption procedure.
We hope that the new leadership of the Ministry of Justice will uphold its commitment and stated position in support of positive changes.
